scam report againts @vertex 15usd

Amount or Item(s) Scammed: 15usd in method and vendor contact

Additional Information: Me and Vertex agreed i will send him a method on how to card out cheat keys
vertex set out certain rules before we made the deal, quote, 

"i will only pay when i can buy a key with your method and cards i get from your contact  f im unable to hit with cards i get from contact and/or if the contact is a free service and/or
if the contact is bin genning  and/or your method is public"

sadly, after he bought the cards, he has told me they are bin  genned , at the time i was not  aware of it, the vendor never told me.
after that, we had a litte argument, and he also blamed my method for being public, and bad. becuase it only contained a few steps,
that were to follow proxies, wait a few minutes before wrting card details, and and writing and not copying. he said this is a public method,
Just because its so simple. i told him its and to let it be since he was a little mad. today he asked me to record a video for him on how to hit,
and that he would pay me the original price for the first deal. i called him a indian, and told him i dont wanna do it to waste my time. then 
he told me the method hit but he doesnt wanna pay me because i broke the rule about genning bins, and that i was a dick head to him

/ i just wanna know if i can get my money, i know i broke a rule beforehand of the deal, but the method worked, and he hit a key.

ok so first this is auto invalid since it deals with cardings but besides that.

this kid dmed me to sell cheat keys i bought one and after i asked him to teach me i laid out set of rules of when i will pay and when i wont which is the following 

"i will only pay when i can buy a key with your method and cards i get from your contact
if im unable to hit with cards i get from contact
and/or
if the contact is a free service
and/or
if the contact is bin genning
and/or
your method is public
i will not pay"

the person he sent me was bin genning which violates the rules i set out for me not paying 
and the "method" he gave was the most surface level/basic shit ever known by everyone which violates the rules i set out for me not paying
