He's angry because he need a PROPER text editor "Notepad++, Emeditor etc" to open a .txt files. How am I responsible WINDOWS to not have that option with the default notepad application

This report is invalid, @progod you can ask for support from the seller and then the seller can block you again and if the seller ever happens to revoke your access at any given time you can just make another scam report.
