Re-opened Scam Report against Winter

I want this decision to be reviewed by @Liars - I paid for a fully functional website based on explicit requirements. What was delivered cannot be launched, used, or salvaged. In a purchase dispute, a buyer shouldn't pay for 'effort' that yields zero utility. Leaving $400 with the developer means I am being forced to pay a premium for a product I cannot use and must completely scrap.  -  The developer’s argument regarding 'time spent' is fundamentally flawed. The vast majority of their hours were not spent building new features; they were spent repeatedly fixing mistakes caused by their own inability to comprehend basic, clearly stated instructions. Clients should not be financially penalized for a developer's learning curve or lack of professional comprehension. I am essentially being charged $400 to compensate for their incompetence. Meaning the "Labor" work stated by @Alex is flawed since "the labor" work was them trying to fix things as they were not understanding what they were doing themselves. - The current state of the website is so far off-specification that any future developer will have to scrap the code entirely and start from scratch. TheOlympus's work did not move the project forward; it delayed it. I now have paid another developer full price to redo everything. Allowing them to keep $400 implies their work holds foundational value for me, which it objectively does not. 

Also my good motivational words were used against me. 
I have stated: 
" It looks good " without testing the functionalities, so because of some words of praise I have said in good faith I have to pay $400 for something I have never fully approved, never fully used and will never fully use ? 

I am sensing a biased decision just because he is Staff member.

I already answered this dispute and it was resolved. You're reopening it right after I got my staff role back, which makes it look like you're just trying to get more out of me because of my position. The result was posted on the other forum, not here, and nothing changed when you opened this report so your argument doesn't hold up. I already gave you the source I was asked to provide.

I already answered this dispute and it was resolved. You're reopening it right after I got my staff role back, which makes it look like you're just trying to get more out of me because of my position. The result was posted on the other forum, not here, and nothing changed when you opened this report so your argument doesn't hold up. I already gave you the source I was asked to provide.

I re-opened it for it to be reviewed by @Liars, I still think the decision of @Alex was biased and flawed and have explained the reasons why. I feel scammed and need @Liars revision into the situation.

@gusservices This report was already ruled on, and the ruling was carried out in full. The $600 refund was sent (TXID on record) and the complete source code and project files were handed over to you. Reopening it does not reset that. A verdict only moves on new, material evidence not the same arguments rephrased.

The 60% refund is justified because you were handed the full source code and all project files, and the build is near-complete. You can take it straight to another developer to finish, and you've stated you're already continuing it yourself. This is not a case where you paid and got nothing.

You also directed and approved this team for over 20 days reviewing updates, requesting revisions, and signing off on progress step by step. That labor was performed under your guidance and it carries a cost. You don't get to consume three weeks of development and then treat it as free because the final result had bugs.

The reason for the split is because the $600 refund accounts for the seller's failure to deliver a clean, finished product, and the $400 retained is the cost of the labor you used plus the working codebase you walked away with.

I am not ruling for a 100% refund, because you still received the project. The source is near-complete and in your hands. A full refund would mean keeping a near-finished build for free, on top of the 20+ days of work you directed. That isn't fair to the seller and it isn't happening.

The report stays closed at 60% refund + full source handover.
