The core of this scam report will remain unsolved until you rule on two matters, which is: The Mullvad Private account was shared which has been corroborated with the experience of 2 separate users on this forum, it happened to them too (https://www.nulled.to/topic/1621818-scam...350/page-1 , https://cracked.st/Thread-Scam-2x-Mullva...TheRadiant). 
That makes the sale of a "Mullvad Private" a scam, even if he replaces it with a new account. Who's to say he won't do it again?

Secondly, you need to rule on the matter of timely fixes. If he fixes these accounts in 24 hours, he can just go back to taking 1 month+ for fixes. Please rule on a timely manner for this seller which has a pattern of repeated behavior of making customers wait 1-2 months+. That being that he has to stick to 24-48 hours fixes otherwise customers have to the ability to request a refund.
