I have already provided full unedited video proof and @Alex personally reviewed it. The video clearly shows that the ID verification was not successfully completed and the account was still prompting for verification. This confirms the account was not fully usable from the moment it was delivered.
This is the most important fact in this dispute and it is already confirmed by video evidence.
From the very first login the account was asking for re verification and was not in stable usable condition. This happened before any real activity from my side. I immediately reported the issue and instead of delivering a working account you told me to wait. First several days then again 78 hours. This clearly shows the account was not fully functional at the time of delivery.
You also confirmed that the limitation was restored and that the account was document verified. A restored limitation means the account should be usable normally without immediate verification prompts. Instead the account remained flagged and unusable.
I agreed to re verification only after normal usage of the account if PayPal requested it later during real activity. I did not agree to receive an account that immediately requires verification from the first login without any usage. There is a clear difference between future re verification during normal use and delivering an account that was already stuck in verification from the beginning.
I followed all your instructions exactly including using the proxy provider you recommended and waiting the exact time periods you told me to wait. There was no abuse no suspicious activity and no misuse from my side.
Even now the account cannot receive normal payments.This confirms the account was not delivered in usable condition.
This is not about login access. Yes I have login access. The issue is that the product delivered does not match what was promised which was a verified and usable PayPal account with restored limitation.
I gave multiple chances and waited as instructed but the issue was never resolved. Instead you are now changing explanations and requesting additional payment to make the account functional which proves the account was not fully functional when delivered.
I am fully willing to return the account & get refund.
I will let @Alex and staff make the final decision based on the video evidence and complete timeline already provided.
