Bought a Paypal+coinbase bundle from him, before buying i asked him how much i can convert using this bundle and he said the people he has sold to before have even ran 15k$ through his paypal 
clearly from his statement it means the paypal can handle a substantial amount. 

After receiving my order the guide is sent alongside it and it states that i should not receive more than 120$ in the paypal for 36 Days and i also should not try to do a transaction on paypal for atleast 12-24 hours so it basically means that i cant convert no more than 120$  every 3 days and i cant exchange more than like 1500$ in 36 days thats not a guide line thats a fraud in hiding. 

He manipulated me into buying from him and thats just fraud when confronted he just try to be insulting and say if i follow the guide or not is upto me but if i dont then he is not responsible. 

what if his or anyones guide say cant receive more than 1$ a day on paypal and the Guide is not communicated before the purchase and also an effort is made to hide it too?

OP has received exactly what he has bought, a paypal + coinbase package. Both accounts are fully verified, and they are working perfectly fine.

1. Before buying he asked me how much money can he receive in the paypal? and I've clearly responded with, "the account is verified, but I recommend slowly ageing it, for a long lasting account.", continuing with the fact that "ppl have ran 15k$ through my accounts", and right after that repeating myself again, saying "but u must take it slow in the begging".  He hasn't at any point, asked me before buying, exact limits of the account, or told me how much he wants to ran through them accounts, and me confirming an exact amount.
   
2. My PayPal Stealth guide states, that, In order to have a long lasting account, u should age the account, with 2-3$ transactions, in the begging, gradually increasing the amount, and keeping the value under $136 for the first 36 days. If he wants to follow my stealth guide or not, it's completely up to him. The guide is wrote in such a matter, that if he decides to follow my guide, and something happens within the 24h warranty, I completely replace his account, and in this case, the whole bundle, for completely free. In case he decides to not follow my guide, the warranty is voided.
   
3. Accounts are fully verified, and perfectly working. Following my stealth guide is completely optional, if he pleases he can go ahead and throw in with thousands of euro worth of transactions. But in case he decides to do so, I won't be held responsible in case his accounts will get limited in the future.
   
4. I've sold over 300 PayPal Accounts at this point, and he's the only customer that wants to get a refund, just for the fact that he doesn't want to follow my stealth guide. Everyone else, that respected my stealth guide, have had PayPal accounts that lasted them for months on end, and for some even for full years. They've also left vouches on this forum, or on my Telegram channel, and one of them even ran $15000 through my PayPal Stealth Account, just because he followed my stealth guide and respected the ageing process.

1. Half truth is a full lie When i asked him how much i can receive in the Paypal he could have told me about the limits and also you know how ridiculous it is to send 2-3$  to build history for weeks before even moving to 120$ (as in guide) 

2. He intentionally hide the fact because no one would sane mind would buy a 200 Euro paypal in which he fast has to send 1-2$ back and forth for days and also has to wait 24 hours between each transaction. 

3. I dont want to follow your stealth guide because its not a guide its a barrier to use paypal, Thats like selling a wrecked car as new and then u push it with hands and say see it runs. 

What he has done is Pure and simple Fraud , You deceived me into buying the paypal by not hiding facts when i specifically asked you for it. 

Lastly selling 300 paypals doesn't mean u are not shady, also if u have such high demand just refund me and Sell it to the next guy.  i doubt u even sell even one of these a week

You haven't paid 200 eur for a PayPal. You paid 120 eur for a Coinbase account, and another 80 eur for the PayPal, both of them being under the same identity and linked together. This Package is in high demand, and everyone is satisfied with this package and the price for it.

And I won't repeat myself, I had my solid arguments in the first reply.

i would like to also add that to send money to the paypals for 1-2$ of warm up for days before moving to less than 120$ for 36 days, it would cost me fees of 4$ per transaction as my paypals are US made

another thing i would like to put focus on is that the paypal has a monthly charges of 10$ proxy which he didn't mentioned before selling , and rental numbers activations  (Rental numbers are justified but not when i cant use the paypal)

so i am paying more to keep the paypal running for his warm up period then to actually use it for.
